| Education:
Tim graduated from The University of Texas at Austin in May of 1989 with a
Bachelor of Science Degree in Civil Engineering and is a Registered
Professional Engineer in the state of Texas.
Subsequently, Tim received a Masters in Business Administration with a
concentration in Finance from the University of Houston in May of 1993.

| Experience:
Tim has over sixteen years of experience in the natural gas industry. Tim
began his career in June of 1989 as a Staff Engineer with United Gas Pipeline Company in
United’s field operations office in Kenner, Louisiana. While at United, Tim
progressed through various positions of increasing responsibility within
United’s Operations, Engineering, Planning and Marketing Departments
culminating in Tim’s final position of Regional Manager of Supply Services.
In June of 1994, Tim left United and joined Gas Supply Consulting, Inc.
While at Gas Supply Consulting, Inc., Tim has worked with a variety of
clients both domestically and internationally. In addition to Gas
Supply Consulting's core client groups of utility and end-user industrial
clients, Tim has worked with natural gas marketers; producers; power
generators; natural gas transportation and storage service providers; and
customer groups. A few of Tim’s responsibilities while at Gas Supply Consulting, Inc. have
included:

Coordinating the natural gas supply bid, review
and contract negotiation process for various utility and end-user clients;

Serving as the primary contact between Gas Supply
Consulting, Inc. and its various end-user clients;

Representing client companies in
negotiations with natural gas supply and service providers both
domestically and internationally;

Representing client companies as a technical
expert at a FERC technical conference;

Preparing long-term gas supply plans for use by
power generation clients in obtaining financing and regulatory approvals;
-
Preparing long-term gas supply plans for use by
utility clients in the regulatory process;
-
Developing price risk management programs
utilized by industrial clients;
-
Preparing preliminary engineering design of
pipeline, compression and measurement facilities; and
-
Creating and analyzing steady state and transient
flow simulation models of interstate pipeline systems.
